The campaign

Good dogs deserve
a life beyond work.

Help end permanent dog chaining in Ireland.

Scout’s story opens a fair conversation about how working dogs live, and what needs to change.

Our request to Ireland

A clear rule.
A workable change.

We are asking the Government and the Oireachtas to prohibit keeping a dog permanently chained or tethered as its normal way of life.

That proposal allows limited temporary restraint for safety, veterinary treatment, transport and supervised work.

We want farmers, working-dog owners and rescuers to help shape safe alternatives, with a practical transition and support for owners.

Where would the change apply?

A chain is not a home.

Choose an example to see the distinction in our proposal.

The practice we want to end

Chained day after day as normal life.

A dog living permanently on a chain or tether is at the heart of this campaign. We are asking for a clear prohibition and safe, practical alternatives.

These examples explain the campaign proposal; they are not statements of the current law.

What a better life includes

Care beyond the working day.

Changing the law should go hand in hand with practical ways to meet a dog’s needs.

01

Safe space

Secure space that allows movement, suitable shelter and rest, with water and appropriate care.

02

Daily life

Exercise, company and time outside an enclosure. A working dog’s life should extend beyond work.

03

A fair transition

Advice, workable alternatives and support for owners, alongside clear rules and enforcement.

Campaign questions

Let’s be clear about it.

Is this a campaign against farmers?

No. We value working dogs and want farmers and owners involved. The aim is to end permanent chaining as a dog’s normal way of life, with workable alternatives.

How many signatures will change the law?

No signature total automatically changes Irish law. Only one signature is needed to submit a petition to the Oireachtas, subject to its admissibility rules. Public signatures can demonstrate support, while evidence and engagement with elected representatives help make the case.

What is the plan after the petition?

The proposed route is to gather public support, put a clear request and welfare evidence before elected representatives, and pursue the parliamentary petition process. Signatures support that work; changing the law remains the goal.

Is Scout’s Out & About a charity?

No. This is a campaign to end permanent dog chaining in Ireland. To help animals directly, you can visit The Animal Trust Fund, an independent organisation.

Can I help with practical experience?

Yes. We welcome the experience of working-dog owners, farmers, rescuers and people who care for dogs.
