Scout came home on 26 March 2026. What followed wasn’t an overnight transformation. It was the slow business of learning to trust.
Before he came home
His world had been a shed and a chain.
Scout was a working dog. After work, he was chained in a cattle shed. His story is the reason for this campaign: a dog’s life should include more than the work we ask of him.
The campaign
No dog should spend
its life on a chain.
We’re asking the Government and the Oireachtas to prohibit permanent chaining as a dog’s normal way of life, with practical support for owners to make the change.
Temporary restraint for safety, veterinary care, transport and supervised work is a separate matter.

What are we asking for?
Does this include working dogs?
Yes. Working dogs need rest, exercise, company and a safe place to live beyond their work. We want owners, farmers and rescuers involved in shaping a practical change.
Would this stop me using a lead?
No. The campaign concerns permanent chaining as a normal way of life. Leads on walks and limited temporary restraint for safety, veterinary treatment, transport and supervised work are distinct.
